I would also propose to make organisators of rock concerts, discos and bands discharge their duties to reduce the sound intensity or to inform about dangers (especially when s.o. has a tinnitus already), and to provide ear protection!

The point is that nobody seems to be actually enforcing the legal recommendations for noise limits in places like discos and concerts. This should be handled much more strictly than it presently is, but who knows how long it will take until such a control actually works.
So I think for the time being the best solution is to try to inform the public about the dangers of high noise levels and either take appropriate precautions by using ear plugs, or better even, simply boycott those places that are too loud.
There is by the way a pocket device that tells you whether an environment is too loud or not. It is rather costly (about 65 Euro) but it includes also some dedicated HiFi earplugs suitable for concerts etc. (which on their own cost already 20-30 Euros)).
